Request for Proposals: Community Resource Development (CRD) Funding

Circle of Care for Families and Children of Passaic County (COC) invites community organizations to submit proposals for projects that enhance or expand resources for Passaic County youth with emotional, behavioral, developmental, intellectual, and/or substance use needs — and their families.

As part of our partnership with the New Jersey Children’s System of Care (CSOC), Circle of Care has access to one-time Community Resource Development (CRD) funds to support new, additional, or unique initiatives addressing unmet or underserved needs in our community.



Funding Overview

  • Total available: Up to $67,697 (smaller requests welcome)
  • Funding period: July 1, 2026 – June 30, 2027
  • Projects should be one-time initiatives with lasting impact or serve as seed funding to launch new, sustainable resources.
  • Funds are intended to strengthen community services, not to purchase services for individual families.
  • Programs must operate within Passaic County and align with the values of the NJ Children’s System of Care.



Identified Areas of Need

Circle of Care has reviewed recent county and statewide data and needs assessments identifying the following priorities. Proposals should address at least one of these areas:

  • Community mentoring programs (group or individual) supporting youth currently in, or at risk of entering, restrictive or intensive care settings (e.g., detention centers, IOP, inpatient). Programs should promote engagement and safe community transitions. Preference will be given to mentors with lived experience or those serving as credible messengers.
  • After-school programs for youth, including those with developmental disabilities, that combine recreation, enrichment, and psychoeducation. Focus areas include social skills, emotional regulation, and character development.
  • Culturally and linguistically responsive programs supporting immigrant and multilingual youth and families (e.g., Spanish, Arabic, Bengali). These should help participants navigate education, mental health, and community systems.
  • Tutoring and homework support programs addressing learning gaps, building confidence, and helping students meet academic expectations.


Collaborative proposals that engage families and maximize the impact of available funds are strongly encouraged. The overall goal of this RFP is twofold:

  1. Increase the availability of youth and family resources in Passaic County, and
  2. Promote positive outcomes for children, youth, and families.


All awards are contingent upon CSOC funding availability and final approval.

January 30, 2026

Recommended awardees notified by COC to complete CARI checks

February 9, 2026

CARI Certification & DCF CARI Attestation Forms due to COC

February 13, 2026

COC submits funding recommendations and CARI documentation to CSOC

May 15, 2026

Anticipated notification of CSOC-approved awardees

July 1, 2026

Pending CSOC release of funds, project implementation begins

 



Post-Award Reporting

  • Within 30 days of implementation: Launch report due to COC
  • December 15, 2026: Interim report due
  • June 15, 2027: Final report due
